The seminar deals with systematic and preventive planning for organized crowds as well as its control and regulation. On the basis of many historical examples the meaning and use of a preventive approach surrounding the visitor as the center of attention will be explained. Crucial models, planning tools and influencing factors on the visitor will be used and illustrated by practical samples.
Further the consequences of the factors design, information, communication and management during the different stages of an event will be shown and evaluated.
The students learn the evolution and meaning as well as the application of models and tools like FIST (Force – Information – Space – Time), DIM-ICE (Design, Information, Management – Ingress, Circulation, Egress) or RAMP (Routes – Areas – Movement – Profile).
This preventive approach will be defined against crowd control, which is a method of reacting with already existing problems in and with a crowd.
The seminar’s main goal is the explanation of the crowd management attempt starting with the visitor as its focus and all the influencing factors on his behavior and safety during the stages of the event he’s attending to. Theoretical models will be supported by practical examples of application and appropriate solutions for planning and guiding crowds will be demonstrated.
The seminar addresses event organizers, site operators, safety managers, administration members as well as members of police and fire departments. Basic knowledge in event safety and practical experience with large crowds are required.
